This research aims to comprehensively examine the opportunities and challenges facing the development of Iran's digital economy and its role in sustainable economic growth until the horizon of 1410, and is based on the library review research method. Initially, in addition to providing a comprehensive definition of the digital economy and expressing the theoretical foundations related to it, international experiences and Iran's current position were examined. The research findings show that the development of the digital economy through paths such as increasing productivity, organizing business processes, creating new markets, improving the quality of services and knowledge-based employment can contribute to sustainable economic growth and increasing the resilience of the national economy. On the other hand, the weakness of communication infrastructure, the lack of up-to-date laws and regulations, the lack of specialized human capital, and the existence of cultural-social barriers are considered to be the most serious challenges in this path. This study outlines possible scenarios for the future of Iran’s digital economy, emphasizing that the success of this transition requires coordinated policymaking in areas such as infrastructure development, regulatory reform, targeted support for the innovation ecosystem, and continued investment in digital education and skills. Also, developing international and regional cooperation, paying attention to digital justice, and reducing the digital divide are other key strategies. Analysis of the available evidence indicates that a targeted and systematic transition to the digital economy will not only pave the way for improving the international standing of Iran’s economy and growing exports of knowledge-based services, but can also reduce regional and social gaps and drive the realization of sustainable development goals in the next decade. At the end of the study, the need for further studies on data governance, the social impacts of digital transformation, and designing local regulatory models for Iran’s digital economy is emphasized so that policymakers and researchers can pave the way for the sustainable development of the country’s digital economy by relying on local evidence and a forward-looking approach. Overall, findings based on an extensive review of scientific sources and policy documents indicate that careful policymaking and national determination in this area will play a key role in ensuring Iran's sustainable economic growth in the 1410 horizon. اقتصاد دیجیتال در سال‌های اخیر به‌عنوان یکی از مهم‌ترین پیشران‌های تحول و توسعه اقتصادی کشورها مطرح شده است. این پژوهش با هدف بررسی همه‌جانبه فرصت‌ها و چالش‌های پیش‌روی توسعه اقتصاد دیجیتال ایران و نقش آن در رشد اقتصادی پایدار تا افق ۱۴۱۰ و با تکیه بر روش پژوهش مروری کتابخانه‌ای، نگارش یافته است. در ابتدا، ضمن ارائه تعریفی جامع از اقتصاد دیجیتال و بیان مبانی نظری مرتبط با آن، تجارب بین‌المللی و جایگاه فعلی ایران مورد بررسی قرار گرفت. یافته‌های پژوهش نشان می‌دهد که توسعه اقتصاد دیجیتال از مسیرهایی مانند افزایش بهره‌وری، سامان‌بخشی فرآیندهای تجاری، ایجاد بازارهای نوین، ارتقاء کیفیت خدمات و اشتغال دانش‌بنیان، می‌تواند به رشد اقتصادی پایدار و افزایش تاب‌آوری اقتصاد ملی کمک کند. در مقابل، ضعف زیرساخت‌های ارتباطی، نبود قوانین و مقررات روزآمد، کمبود سرمایه انسانی متخصص و وجود موانع فرهنگی-اجتماعی از جدی‌ترین چالش‌های این مسیر محسوب می‌شوند. سناریوهای محتمل برای آینده اقتصاد دیجیتال ایران در این مطالعه ترسیم شده و تأکید می‌گردد که موفقیت این گذار نیازمند سیاست‌گذاری هماهنگ در حوزه‌هایی همچون توسعه زیرساخت‌ها، اصلاح مقررات، حمایت هدفمند از اکوسیستم نوآوری و سرمایه‌گذاری مستمر در حوزه آموزش و مهارت‌های دیجیتال است. همچنین، توسعه همکاری‌های بین‌المللی و منطقه‌ای، توجه به عدالت دیجیتال و کاهش شکاف دیجیتالی از دیگر راهبردهای کلیدی برشمرده شده است. تحلیل شواهد موجود بیانگر آن است که عبور هدفمند و نظام‌مند به اقتصاد دیجیتال، نه‌تنها زمینه‌ساز ارتقای جایگاه بین‌المللی اقتصاد ایران و رشد صادرات خدمات دانش‌بنیان خواهد بود، بلکه می‌تواند شکاف‌های منطقه‌ای و اجتماعی را کاسته و محرک تحقق اهداف توسعه پایدار در دهه آینده باشد. در پایان پژوهش، بر ضرورت انجام مطالعات تکمیلی در زمینه حکمرانی داده، اثرات اجتماعی تحول دیجیتال و طراحی مدل‌های بومی تنظیم‌گری برای اقتصاد دیجیتال ایران تأکید شده است تا سیاست‌گذاران و پژوهشگران بتوانند با تکیه بر شواهد بومی و رویکرد آینده‌نگر، مسیر توسعه پایدار اقتصاد دیجیتال کشور را هموار سازند. در مجموع، یافته‌های مبتنی بر مرور گسترده منابع علمی و اسناد سیاستی حاکی از آن است که سیاست‌گذاری دقیق و عزم ملی در این حوزه، نقش کلیدی در تضمین رشد اقتصادی پایدار ایران در افق ۱۴۱۰ خواهد داشت. /downloadfilepdf/176374
